One program, every stage

One team accountable for the whole petition.

Full-service ballot access puts planning, circulator recruiting and training, collection, validation, custody, filing preparation and post-filing support under one VFO leader and one approved plan. Each stage is available on its own — paid signature gathering, petition management + consulting andpetition challenges + defense — but here they run as one operation.

The disciplines are the same on every petition. The rules are not, so every program starts by confirming them with the election authority and your counsel.

Statewide candidates · Judicial candidates · Municipal candidates · Other offices

Candidates

Nominating petition requirements depend on the office, the party and the jurisdiction: who may sign, how many valid signatures are needed, the filing window and the form. Candidate petitions are also a common target for challenges.

What the full-service program covers

  • Requirement scoping for the office: signature threshold, eligible signers and filing window, confirmed with counsel.
  • Professional circulators supplementing the campaign’s volunteers, on the campaign’s calendar.
  • An estimated valid count before filing, with a cushion for review.
  • Organized, documented petitions prepared to the filing office’s requirements, with records built to withstand a challenge.

Statutory initiatives · Constitutional amendments · Statewide ballot measures

Statewide Initiatives + Ballot Measures

An initiative lets citizens place a proposed law or amendment on the ballot by petition. Statewide requirements are set by each state: who may sponsor, how the measure text is approved, the petition format, how many valid signatures are needed and by when, and sometimes how they must be distributed.

What the full-service program covers

  • Signature targets with a validity cushion, distribution plans, timelines and staffing for the measure.
  • Professional circulators deployed alongside, or instead of, the committee’s volunteers.
  • Estimated valid counts by required geography while there is still time to act.
  • Documented custody of every petition and a filing package prepared to the official requirements.
  • Field notes on what signers raised, for the campaign that follows qualification.

City + county initiatives · Municipal ballot measures · Local zoning initiatives

Local Initiatives + Ballot Measures

Local initiative and ballot-measure requirements are often set by city or county charters and ordinances, not only by state law. The signer universe is smaller and fixed to a boundary, so every signature has to come from inside it. VFO scales the program to the measure and builds each plan around the locality’s rules, including local zoning-related initiatives.

What the full-service program covers

  • A collection plan sized to the locality’s threshold and boundary.
  • Professional circulators, with the committee’s volunteers where they help.
  • Registration and in-area review during the drive, because out-of-area signers are a common failure point.
  • A custody-documented, filing-ready petition prepared to the local filing office’s requirements.

Statewide referendums · Local referendums · Local zoning referendums

Referendums

A referendum petition asks voters to approve or reject a law, ordinance or decision that has already been adopted, including local zoning decisions. Many jurisdictions allow only a limited period after adoption to collect the signatures, which compresses planning, recruiting and collection into weeks. Filed referendum petitions can also be reviewed or challenged before the question reaches the ballot.

What the full-service program covers

  • Rapid recruiting, training and deployment once the referendum window opens.
  • Planned territories and daily supervision against an aggressive pace.
  • Estimated valid counts during the drive, not after the deadline.
  • Custody and circulator records organized for the review and objections that may follow.

Recall petition qualification

Recalls

Recall rules are specific: which officials can be recalled and when, the required grounds or statements, signature thresholds often tied to past turnout, circulation periods and review procedures. Because recalls are contested by nature, the strength of a recall petition is its record, and VFO builds that record during collection.

What the full-service program covers

  • Trained, supervised circulators deployed to the recall’s geography and timeline.
  • Registration, district and duplicate review throughout the drive.
  • Circulator-level audits and fraud-detection controls on every sheet.
  • A filing-ready petition with the custody and circulator records a contested recall needs.

What you receive

Deliverables and reporting.

What a full-service ballot access engagement typically produces. The exact scope, formats and cadence are agreed in each engagement.

  1. Requirement + rules brief

The signature requirement, distribution rules, circulator rules, filing format and deadline, as confirmed with the election authority and your counsel, with the planning assumptions VFO will work to.

  2. Program plan

Target with a validity cushion, geographic plan, staffing model, timeline and budget, built backwards from the filing date and approved by you before collection starts.

  3. Daily production + validity reporting

Raw signatures, reviewed signatures, flagged sheets, estimated valid count and pace against goal, reported separately so the numbers can’t blur together.

  4. Custody + circulator records

Who circulated each sheet, when it came in, where it has been since, and every exception logged along the way.

  5. Filing-ready petition

Counted, organized and documented to the filing office’s published requirements, with a final validity estimate and its method.

  6. Post-filing support file

If the petition is challenged, the review records and exhibits your counsel needs to respond, organized for fast retrieval.

Questions

Candidates, measures, referendums and recalls: common questions.

What is a candidate nominating petition?

A nominating petition is a filing, signed by eligible voters, that some candidates must submit to appear on the ballot. The number of signatures, who may sign and the filing deadline depend on the office and the jurisdiction.

What is an initiative petition?

An initiative petition is the process by which citizens propose a new law or constitutional amendment and qualify it for the ballot by collecting a required number of valid voter signatures. Not every state allows statewide initiatives, and local procedures vary.

Can VFO work on local ballot measures as well as statewide ones?

Yes. VFO scales programs to the measure — from a single city or county to a statewide drive — and builds each plan around the jurisdiction’s rules.

How long does an initiative petition drive take?

It depends on the threshold, the circulation window and the capacity committed. Some windows run for months and others are much shorter. VFO plans backwards from the filing deadline and reserves time for validation and filing preparation.

Do initiative committees need volunteers if they hire VFO?

Not necessarily, but volunteers can be valuable. VFO can run a fully paid program, add paid capacity to a volunteer drive, or manage and train volunteers alongside professional circulators.

What is a referendum petition?

A referendum petition collects voter signatures to place a law or decision that has already been adopted before voters, who then decide whether it takes effect or stands. Whether referendums are available, and how they work, depends on the state and locality.

How fast can a referendum petition drive start?

Rapid mobilization is a core VFO capability, but realistic timing depends on the jurisdiction, the signature requirement and the window. Contact VFO as soon as a referendum is being considered.

Is a referendum the same as an initiative?

No. An initiative proposes something new; a referendum puts an adopted law or decision before voters. The field work is similar, but windows, thresholds and procedures often differ, and referendum windows are frequently shorter.

Can VFO review a filed referendum petition we oppose?

VFO can provide factual, documented review of a filed petition for counsel evaluating a lawful objection. Whether to object is a legal decision for the client and counsel; officials or courts decide sufficiency.

What is a recall petition?

A recall petition collects voter signatures to trigger an election on whether an elected official should be removed from office before the end of their term. Whether recalls are available, which officials they apply to and how many signatures are needed depend on the jurisdiction.

Does VFO support both recall proponents and parties reviewing a recall petition?

VFO provides lawful field operations, verification and documentation. That can support proponents qualifying a recall or counsel evaluating whether a filed recall petition meets the legal requirements. Officials or courts decide sufficiency.

How many signatures does a recall petition need?

It depends on the jurisdiction. Thresholds are often tied to turnout in a past election for that office. VFO confirms the exact requirement and its basis with the election authority and counsel before planning.

Does VFO take a position on recalls?

VFO provides lawful field operations, verification and documentation. It doesn’t take sides on the merits of a recall.

What we need to scope it.

Share what you have. Partial answers are fine. A VFO leader will respond with what’s realistic and what it will take.

  • What you are qualifying: the office, or the measure, referendum or recall, and the jurisdiction
  • Statewide or local, and any distribution requirement
  • Status of the petition form, measure text, title, or any required grounds or statement
  • The signature threshold, as you understand it
  • When collection can begin and the filing deadline (for a referendum, the adoption date)
  • Volunteer capacity, budget and any vendor already in place
  • Your legal counsel’s contact, so requirements can be confirmed before collection
