Petition Management

Petition drive management from plan to filing

Plan. Run. File.

A petition drive has dozens of moving parts and one deadline. VFO runs the operation — planning, people, logistics, quality, custody and reporting — so the campaign can make decisions instead of chasing paperwork.

Petition Management

Most petition problems are management problems.

Petitions rarely fail because nobody signed. They fail because the plan did not account for distribution requirements, the pace slipped without anyone noticing, sheets went missing or arrived incomplete, or the filing was assembled in a rush.

Petition management puts one accountable team in charge of the whole drive, with a plan the campaign approves, reporting the campaign can trust and controls that hold up when the petition is reviewed.

What VFO does

What VFO manages, performs and documents.

  • Drive planning

Signature targets with a validity cushion, geographic distribution plans, timelines, budgets and staffing models built backwards from the filing deadline.

  • Staffing + field leadership

Collector teams, field managers and quality staff — VFO’s own, or coordinated alongside your volunteers and other vendors.

  • Materials + logistics

Petition printing coordination, sheet inventory, territory assignments, supply distribution and pickup routes.

  • Field oversight

In-person supervision, sheet audits and collector performance management throughout the drive.

  • Chain of custody

Every petition logged from collector to storage to filing, with documentation that supports the filing and any later review.

  • Reporting + filing readiness

Daily and weekly reporting on raw count, estimated valid count and pace; final counting, organization and preparation of the filing package to the filing office’s requirements.

One team, every workstream

What VFO manages — and the record it keeps.

Petition management means owning every workstream of the drive, including people VFO doesn’t employ. Each workstream leaves a record the campaign can check.

How it runs

A drive managed against the deadline

Each phase ends in a decision. The decisions are made with the client, using the data the phase produces.

    Plan

Requirement, distribution, cushion, timeline, budget and staffing approved by the campaign.

What you receive

Deliverables and reporting.

What a petition management engagement typically produces. The exact scope, formats and cadence are agreed in each engagement.

  1. Approved drive plan

Target, cushion, distribution, timeline, budget and staffing, with every revision recorded.

  2. Weekly management report

Progress by geography, estimated validity, risks and decisions needed, alongside daily production reporting.

  3. Sheet inventory + custody record

Every numbered sheet accounted for from printing to filing.

  4. Vendor + volunteer coordination

Consistent training, quality review and reporting across everyone collecting for the drive.

  5. Filing package

Counted, organized and documented petitions assembled to the published requirements, with the final validity estimate.

Know the difference

Management is the layer that holds the drive together.

Signature gathering supplies collectors. Petition management supplies the plan, the oversight and the accountability for the entire drive — including collectors VFO does not employ. Campaigns with a strong volunteer base often engage VFO for management, verification and filing readiness and add paid collection only where the pace requires it.

Questions

Petition Management: common questions.

What does a petition management company do?

A petition management company plans and runs a petition drive end to end: signature targets and distribution plans, staffing and training, materials and logistics, field oversight, chain of custody, reporting and preparation of the filing. It is accountable for the operation as a whole, not only for collecting signatures.

Can you manage a drive that uses volunteers?

Yes. VFO can manage volunteers, paid collectors and other vendors inside one plan, with consistent training, quality review, custody and reporting across all of them.

When should we bring in a petition manager?

As early as possible — ideally before petition language is final and before collection starts. Early planning sets realistic targets and distribution plans and avoids the most common late-drive failures. VFO can also step into a drive that is already underway.

What is filing readiness?

Filing readiness means the petition is counted, organized, documented and assembled to the filing office’s requirements, with custody records and a realistic estimate of valid signatures, before the deadline — not assembled in the final hours.

Who makes the decisions in a managed drive?

The campaign makes the strategic decisions: plan, budget and filing. VFO runs the operation against that plan, brings decisions to the campaign with the data behind them and is accountable for execution.

How do you prevent lost or missing sheets?

Sheets are numbered and inventoried, logged at every hand-off and stored securely. The custody record shows where every sheet has been, which also supports the filing and any later review.

Start the scoping conversation

What we need to scope it.

Share what you have. Partial answers are fine. A VFO leader will respond with what’s realistic and what it will take.

  • Jurisdiction, petition type, requirement and distribution rules
  • Filing deadline and collection start date
  • Existing volunteers, vendors and staff VFO would coordinate
  • Budget range and decision-makers on the campaign side
  • Reporting you need (format, cadence, recipients)
  • Counsel’s involvement in rules, filing and any post-filing review
