Paid Signature Gathering

Paid signature gathering built for volume and validity

Volume. Validity. Pace.

VFO recruits, trains, deploys and supervises professional petition circulators so your campaign collects the signatures it needs — on time and to the standard the filing office will apply.

Paid Signature Gathering

Raw signature counts do not qualify a petition.

Every petition drive is a race against a deadline and a validity rate. Volunteer energy rarely sustains the pace a statewide or large-district requirement demands, and a collection program that chases volume without quality control produces signatures that fail review.

A paid signature collection program gives the campaign predictable capacity: professional collectors working planned locations and shifts, quality checks while signatures come in, and daily reporting the campaign can manage against.

What VFO does

What VFO manages, performs and documents.

  • Circulator recruiting

Sourcing professional signature collectors who meet the eligibility, residency and registration requirements that apply in your jurisdiction.

  • Circulator training

Petition-specific training on the law of the jurisdiction as advised by counsel, how to present the petition accurately, signer eligibility, completing each sheet correctly and what invalidates a signature.

  • Deployment planning

Shift, territory and location plans built around signature targets, geographic distribution requirements and the filing deadline.

  • Field supervision

Field managers who supervise collectors in person, audit sheets as they come in and correct problems before they become patterns.

  • Daily production reporting

Raw counts, quality-review results and pace against goal, so the campaign always knows where the drive stands.

  • Petition custody

Documented handling of completed petitions from the collector to secure storage — the foundation of filing readiness.

What you see every day

A daily report that separates activity from valid signatures.

A paid signature program is managed against numbers. VFO’s daily production reporting keeps them apart, so a big raw count never hides a validity problem.

Report structure
Raw signatures
Lines collected, by circulator, location and day.
Why it matters: Shows effort, not qualification.
Reviewed
Lines checked so far against the review standard.
Why it matters: Tells you how much of the count is tested.
Flagged
Lines or sheets with problems: duplicates, out-of-area signers, incomplete sheets.
Why it matters: Shows where to correct training or deployment.
Estimated valid
Projected valid signatures overall and by required geography, with the method stated.
Why it matters: The number that decides whether you qualify.
Pace vs. goal
Estimated valid signatures per day against what the deadline requires.
Why it matters: Tells you when to add capacity.

How it runs

How a paid signature program runs

Each phase ends in a decision. The decisions are made with the client, using the data the phase produces.

  1. 01

    Requirement + rules review

Signature requirement, distribution rules, circulator rules and deadline — confirmed with the campaign and its counsel.

DecisionHow large a cushion to collect above the requirement, and whether distribution rules change the plan.

  2. 02

    Recruit + train

Collectors recruited to the jurisdiction’s requirements and trained on the specific petition.

DecisionHow many circulators, in which territories, on what shifts — and the compensation structure counsel confirms is permitted.

  3. 03

    Deploy

Planned territories, locations and shifts, scaled to the pace the deadline requires.

DecisionWhere to deploy each day, based on yesterday’s production and validity by location.

  4. 04

    Review as you go

Sheets audited daily; collector-level quality tracked and acted on.

DecisionWhich circulators to coach, reassign or remove, and whether the cushion still holds.

  5. 05

    Secure + hand off

Petitions logged into custody and prepared for validation and filing.

DecisionWhen the petition is ready to hand to validation and filing, and whether more collection is needed first.

What you receive

Deliverables and reporting.

What a paid signature gathering engagement typically produces. The exact scope, formats and cadence are agreed in each engagement.

  1. Deployment plan

Territories, locations, shifts and headcount mapped to the target and deadline, updated as the drive moves.

  2. Daily production report

Raw, reviewed, flagged and estimated-valid signatures with pace against goal, by circulator and geography.

  3. Circulator roster + records

Who was trained, when, who collected which sheets, and any eligibility or registration records the jurisdiction requires.

  4. Exception log

Every irregular sheet or line, what was found, and what was done about it.

  5. Custody hand-off

Completed petitions logged into custody and delivered for validation and filing preparation.

Know the difference

Collection is one part of ballot access.

Signature gathering is the field operation that produces raw signatures. It is not the same as petition management (running the whole drive), signature verification (measuring how many signatures are likely to survive review) or challenge and defense support (what happens after filing). VFO provides each — on its own or as one integrated ballot access program.

Questions

Paid Signature Gathering: common questions.

What is paid signature gathering?

Paid signature gathering is the use of professional, compensated petition circulators to collect the voter signatures a candidate, ballot measure or initiative needs to qualify for the ballot. A professional program adds recruiting, training, supervision, quality review and custody controls that are difficult to sustain with volunteers alone.

Is paying petition circulators legal?

Paid petition circulation is used widely in the United States, but each jurisdiction sets its own rules on who may circulate, how circulators register or disclose, and how they may be compensated. VFO builds every program around the rules that apply and confirms them with the campaign’s legal counsel before collection begins.

How many extra signatures should a campaign collect?

Every petition loses some signatures in review — duplicates, signers who are not registered or not eligible, and errors on the sheet. Campaigns plan a cushion above the legal requirement. The right cushion depends on the jurisdiction and on the quality of the collection, which is why VFO measures validity during the drive rather than guessing at the end.

How do you keep signature quality high?

Through training before collection, field supervision during it, daily sheet audits, collector-level quality tracking and documented petition custody. Problems are corrected while there is still time to replace the signatures.

Can VFO add capacity to a drive that is already underway?

Yes. VFO can supplement an existing volunteer or vendor program with additional collectors, field management or quality review. Tell us your requirement, current count and deadline and we will scope what is realistic.

How are paid circulators compensated?

Compensation models vary, and some jurisdictions restrict how circulators can be paid. VFO designs the pay structure around the rules that apply, confirmed with the campaign’s counsel, and pairs it with quality controls so pay never rewards volume at the expense of validity.

What validity rate should we expect?

VFO doesn’t promise a fixed validity rate. Validity depends on the jurisdiction, the signer universe, collection locations and circulator quality. What VFO does is measure validity throughout the drive and report it plainly, so the campaign can decide on cushion and capacity with real numbers.

Do you collect door to door or at public locations?

Both, depending on the jurisdiction’s rules, the signer universe and the distribution requirements. The deployment plan sets the mix, and daily production and validity data adjust it.

  • Jurisdiction, petition type and signature requirement
  • Distribution requirements (districts, counties or regions), if any
  • Collection start date and filing deadline
  • Signatures already collected and any existing volunteer or vendor program
  • Approved petition form and printing status
  • Counsel’s guidance on circulator eligibility, registration and compensation rules
